What happened, in plain words
Council staff started working only two or three days a week after missing their December 2024 and January 2025 salaries. Their union said the council was breaking a rule requiring wages to be paid by the 28th of each month. Workers also wanted an end to staggered payments where some staff are paid before others. Refuse collection, clinics and water services in the capital all depend on these workers.
