About the role

Role Overview

1. Conducts regional and global best practice research, consultations and trend analysis in order to continuously improve non-monetary benefits for members of the Public Service. 2. Recommends reviews of non-monetary benefits in order to preserve their value and competitiveness. 3. Initiates non-monetary benefits schemes strategies that are aimed at preserving a decent standard of living for active and would-be retirees. 4. Monitors and evaluates the implementation and competitiveness of non-monetary benefits in order to maintain industrial harmony in the Public Service. 5. Facilitates the development, management and implementation of conditions of service policies and programmes that attracts and retain members of the Public Service. 6. Facilitates the implementation of the Public Service Medical Aid Scheme to ensure its viability and competitiveness. 7. Ensures that accurate and complete records (database) of members on specified non-monetary and non-monetary benefit schemes are maintained to inform decision making. 8. Fosters compliance to ICT governance and cyber security principles in systems development and maintenance. 9. Oversees the identification of inherent risks associated with the functions of the Unit and develops mitigatory strategies. 10. Ensures compliance of principles of non-monetary benefits with best practices and in line with Governance and Ethics Frameworks. 11. Safeguards the credibility of the non-monetary benefits Scheme database to avert fraudulent risks 12. Promote awareness on conditions of service through stakeholder engagement.

Requirements & Qualifications

  • Bachelor’s Degree in Public Administration, Economics, Human Resources, Business Administration or a related field. • A relevant post graduate qualification or Master’s Degree is an added advantage. • A minimum of six (6) years of relevant professional experience at Officer level or equivalent • Knowledge of Public Service Regulations and Procedures and Statutes • Knowledge and experience in handling conditions of service matters. • Good research, analytical and report writing skills. • Ability to communicate at various levels in the Public Service • Conversant with standard software applications (Word, Excel and PowerPoint) Enterprise Resource Planning (ERP) proficiency. • Good management and supervisory skills
