Role Overview
For our nation to attain an empowered and prosperous upper middle-income society by 2030 there is need for a holistic skills development plan aimed at empowering the nationwith the necessary skills and knowledge to attain that goal. The availability of requisite skills is critical to the performance of all the sectors of the economy.To achieve the desired results on the primary and secondary, learner welfare, and curriculum development and front, a Department of Technical Services, was created in the Ministry of Primary and Secondary Education and is headed by a Head post. The Head, Technical Services is a senior management post which reports to the Secretary. The Head, Technical Services post plays an overarching coordinative and supervisory role to ensure that the strategic thrust of the Department is achieved. The Head post will oversee the following functional areas: Research into approaches, development and implementation of strategies in the Primary, Secondary and Non-formal Education system Implementation and evaluation of the heritage-based education curriculum. Supervision of the entire primary and secondary education system;Corporate governance in Schools;Learner welfare and special needs provision;Provincial administration KEY RESULT AREAS/ DUTIES AND RESPONSIBILITIES A. POLICY, STRATEGY & SYSTEMS DEVELOPMENT Spearhead the formulation, coordination, implementation and review of sustainable strategies, programmes, policies, guidelines, regulations and legislation for the Primary and Secondary Education Sector in line with the Ministry’s Strategic Plan and national development imperatives. Coordinate implementation of Ministry policies, strategies and programs to decentralized structures. Spearhead development of systems to monitor operations and impact of psycho-educational interventions at national level. B. CURRICULUM IMPLEMENTATION, QUALITY ASSURANCE & STANDARDS Provide strategic leadership in implementation of approved curriculum aligned to learner abilities, aptitudes and needs. Spearhead development and implementation of robust schools management model for Primary, Secondary and Non-Formal Education. Provide technical guidance in development and implementation of robust quality assurance model across education programs. Spearhead capacity development of Teachers and personnel for effective syllabi interpretation and implementation. C. LEARNER WELFARE, INCLUSION & SPECIAL NEEDS Oversee learner welfare and special needs provisions. Promote compliance with policy requirements for learner-friendly schools. Provide expertise in staff development on intellectual, physical challenges and learning disabilities. D. RESEARCH, INNOVATION & STAKEHOLDER PARTNERSHIPS Spearhead research into approaches for Primary, Secondary and Non-formal Education systems. Oversee development of collaborative partnerships on education, curriculum and learner welfare with government and stakeholders. E.RESOURCE MOBILIZATION, BUDGETING & ADMINISTRATION Superintend mobilization of resources and development of budgets and funding strategies. Provide technical input in procurement of goods and services for the Department.
Requirements & Qualifications
- Minimum Qualifications At least a Master’s degree in Education, Educational Psychology, Curriculum Development or equivalent.
- A professional education qualification at Diploma level (Pedagogy) or higher. Experience A minimum of twelve (12) relevant experiences, of which two (2) years must be at Director Level in the Education sector. Key Competencies Understanding of the Ministry policies and National development policies and goals.
- Comprehensive knowledge of national and international education standards for secondary and non-formal education.
- Expertise in crafting, analysing and implementing education policies and frameworks.
- Knowledge of curriculum development for primary, secondary and non-formal education systems.
- Proficiency in using data analytics to assess educational outcomes and inform strategies.
- Understanding of how to incorporate technology into education to enhance learning outcomes.
- Expertise in special needs examination coordination.
- Expertise in staff development of teachers and administrators in schools on issues to do with intellectual, physical challenges and learning disabilities.
- Management and supervisory skills.
- Ability to communicate with a broad spectrum of stakeholders.
