About the role
Role Overview
1. Contribute to the formulation, implementation and review of Information Communication Technology (ICT) policies and strategies in line with the Ministry’s strategic plan and national development aspirations. 2. Develop Information Communication Technology (ICT) innovative customised applications with a view to automate reengineered business and digital services for the Ministry 3. Superintend over the establishment of user’s stories, sprint planning, product back log, sprint backlog, sprint retrospectives and execution of a sprint. 4. Provide guidance on Government ICT policy guidelines and requirements and advise on technology trends, direction and best practices. 5. Coordinate the development of Ministry technology roadmap and prioritize digital systems integration and cloud services and systems initiatives. 6. Supervise integration of various systems and applications to enhance operational efficiency and data flow. 7. Collaborate with stakeholders to evaluate and select appropriate technology solutions and overseeing their implementation. 8. Manage robust systems backup and disaster recovery strategies to ensure continuity of Ministry activities. 9. Oversee the monitoring and optimization of system performance, availability, and security. 10. Provide ICT digital transformation and modernization solutions and responses to Ministry’s operational process challenges. 11. Coordinate the development of budgets and funding strategies for the Department.12. Supervise, coach and counsel subordinates.
Requirements & Qualifications
- A degree in any of the following areas: - Computer Engineering
- Network Engineering
- Computer Science
- Business Management and Information Technology or Information System.
- A Master’s degree in the above mentioned field(s) is an added advantage.
- A minimum of eight (8) years experience, of which two (2) years must be at Deputy Director Level or equivalent grade.
- Experiential knowledge of SAP BASIS or ORACLE DBA Developer is an advantage
- Good working knowledge of Information Governance, risk and its application within IT.
- A clear understanding of Government ICT modernisation agenda/policy.
- A thorough understanding of ISO 2000 requirements for ICT governance advisory services.
- Knowledge of hardware, software and operating systems.
- A smart and strategic thinker.
- Proactive.
- Ability to relate at highest level in the profession and beyond.
- Good leadership skills.
- An analytical team player.
- Good interpersonal skills.
