About the role

Role Overview

1. Contribute to the formulation, implementation and review of Information and Communication Technology (ICT) policies ad strategies in line with the Ministry’s mandate and national development imperatives. 2. Manage network equipment, routers, switches, firewalls, access points, servers, and data centre networking. 3. Monitor network performance, uptime, bandwidth utilization, and quality of service across all sites. 4. Manage the deployment of firewalls, Virtual Private Networks (VPNs), intrusion detection/prevention systems, and network access controls. 5. Monitor compliance with the Cyber and Data Protection Act and Government network security standards. 6. Schedule routine preventive maintenance and plan continuous technological upgrades to keep hardware aligned with modern industry standards. 7. Coordinate the procurement, installation, configuration, and regular auditing of all ministry ICT hardware, servers, and peripheral devices. 8. Implement physical controls, such as secure server rooms and biometric solutions, alongside data backup and disaster recovery plans to ensure business continuity. 9. Coordinate in-house ICT etiquette and user training. 10. Supervise, coach and counsel subordinates

Requirements & Qualifications

  • A Bachelor’s degree in Computer Engineering, Network Engineering, Computer Science, Information Systems, Business Management and Information Technology, or equivalent.
  • A relevant Master’s degree in the above mentioned field(s) is an added advantage.
  • A minimum of 6 (six) experience at an Officer Grade level or equivalent.
  • Understanding of networking infrastructure, hardware, and operating systems.
  • Familiarity with ICT governance frameworks (such as ISO 20000/ISO standards).
  • Knowledge or appreciation of database systems (e.g., Oracle, SAP BASIS) where applicable.
  • Knowledge of Government Wide Network and e-Government architecture.
  • Good communication and stakeholder engagement skills.
  • Problem-solving, analytical and leadership skills.
